You cannot have zero requirements, no mention of expected progress, etc. and then look at the last few days, weeks, months, etc. and say they were not meeting expectations so we are going to punish them for it.

Assessing a team member should be done slowly and with all expectations and requirements, benchmarks, etc. clearly defined and clearly stated up front from the beginning.
